Report where the water appears, not where you assume the break is
A wet yard, water beside a meter or reduced flow indoors can lead to different investigations. Give the location you can see, the time it began and whether nearby properties appear affected. Water reaching the surface does not establish the failed pipe's exact route.
For an active indoor break, use a familiar household shutoff only when you can reach and operate it safely. Explain whether that changed the flow. The burst-pipe checklist covers the immediate call details.
If you already have meter readings or a utility-use record, the water-meter reading checklist helps you explain the timing and known water use. It does not require opening the meter box or identify a repair location.
Topeka uses the meter and public-area location to distinguish responsibility
The City's Water Lines guide assigns a main-to-meter section to the City when it is in public right-of-way or a public utility easement. It assigns meter-to-building lines and lines on private property to the owner; main-to-meter sections outside those public areas are also assigned to the owner.
Ask the utility and provider to identify the actual segment. Do not reduce that distinction to a guess about the street edge. Report a suspected public-system leak to the City utility separately from arranging a private plumbing visit.
Meter equipment is a separate question from the service pipe. The City's guidance lists the meter box, meter and meter set-up as City-maintained equipment; its description of the set-up includes valves on each side of the meter. Water appearing at the box needs the actual item identified before private pipe work is agreed. Do not open or operate meter equipment to investigate.
For a suspected utility-side problem, Topeka's utility contact is 785-368-3111, separate from our plumbing inquiry line. Ask which equipment or service-line section the City checked and keep its report for any private assessment.
What a useful locating result should tell you
Ask where the investigation places the defect, which line it concerns and what remains uncertain. A mark showing a utility route and a finding identifying a leak answer different questions. Request an explanation before agreeing to excavation.
If a proposal covers replacement rather than a local repair, ask why that extent is recommended and which existing connections remain. A wet lawn alone is not evidence that every underground pipe needs replacing.
Questions for underground work
- Which length and endpoints are included?
- Who coordinates the required utility location and access arrangements?
- Is any public right-of-way or easement work involved?
- Which approvals and inspections must happen before covering the work?
- Are trenching or boring, soil handling and disposal included?
- Who restores the lawn, paving or other disturbed surfaces?
- How will additional findings be priced and approved?
Keep the original observation and the completed repair together
Save any City report or reference number, the provider's findings and the written scope. After work, ask what check confirmed that the original leak was addressed and whether further observation is recommended. Keep any follow-up contact with the invoice.
If the complaint is only weak water at one outlet, describe that pattern before authorizing underground work. The pressure and flow guide helps separate one fixture from a property-wide change. Return to the Topeka city guide for other plumbing problems.
Should I open the meter box to investigate?
Report the surface location and let the utility identify its equipment and responsibilities. Do not open, alter or dig around utility equipment to complete a plumbing inquiry.
Does a City report include private repair work?
Ask the City which part of the system it checked. For work assigned to your side, obtain a separate scope from the attending provider and pass on the utility findings.
